Abstract:The following questions provide the framework for this paper: 1, Who, in the nation, should be included in 'managed education'? 2. What should be the aims and objectives of that 'managed education'? 3. What resources, human material and financial, exist or could be made available within which such management must be exercised? 4. What agencies should undertake that management? 5.
