Abstract:At the end of the 1950s education came to be regarded as the key to growth, and development plans abounded with statements vowing the 1@nique and strong relationship between educational and economic development. In the last few years this belief in the educational key to growth has receded soMewhat as resources, in terms of both finance and trained manpower, have flowed in ever growing quantities into the educational sector, often to the detriment of other sectors. Added to this there has been the problem of school leaver unemployment. In this context techniques should be derived and applied which will aid the decision making process in education and help to place educational finance on a more rational basis.
