Abstract:The large basic needs literature of the last ten years has clearified some issues in anti-poverty strategies and has shunted the policy formulation from some more abstract, agregative to more concrete measures for specified vulnerable groups. And it has drawn attention to the need to redraw the line between consumption and investment. But it has also raised new problems. The author identifies some of the unsettled questions in the basic needs approach.
