Abstract: | The growth of Cuban influence in the Third World and particularly Africa has been a primary objective of Cuba's foreign policy. Cuba baa sought global influence through the development of combat troops to assist radical liberation movements such as the MPLA and revolutionary regimes such as Angola and Ethiopia Influence has also been sought and attained through a substantial foreign economic assistance programme and a consistent record of advocacy on behalf of the economic concerns of the developing countries. This article seeks to answer the following questions: What are Cuba's criteria for deciding who gets her assistance? What is the motive for assisting particular regimes? How has Cuba built her influence? Is her 'internationalist' commitment socialist imperialism in disguise? Is she a Third Force a la Libya? Is she still bent on 'exporting' revolution? What impact if any, has her technical assistance to Africa had? Is her aid relevant and is it in any way different from aid coming from the West? notes, tab. |
