| Abstract: | President Ryerere's speech as Chancellor at the Inauguration of the University of Dar-as-Salaam - 29th August, 1970. The President argues the case for a Tanzanian University combining both a national and international character. Rational in the sense that it addresses itself towards the solution of the pressing needs of a society which is aiming at the attainment of socialism and selfreliance and international in that it fulfills those central functions of every university the world over, namely transmitting knowledge, advancing its frontiers and providing highlevel manpower requirements.
