Abstract: | Although there is scope for economies, an African university is still likely to be more expensive than its European counterpart. A comparison, however, of unit costs, or indeed of cost to the government, is quite irrelevant to the decision in question - whether or not to set up a new university in an African country. The main purpose of this article is to explore the possibility of using other criteria for this decision, using the data collected for Ibadan University for illustrative purposes. Two possible approaches, costbenefit analysis and manpower planning, are discussed. Tables, notes. |
