Abstract:Purpose of this paper is to discuss the management of natural resources and the environment, as a critical sector in the establishment of a self-reliant development for Africa. After a comprehensive and specifically defined synoptic expose of the concept of development, the paper puts the concept in the African context, with a brief discussion of self-reliance as a foundation for development in Africa. The paper argues that the exercise of permanent sovereignty over natural resources is the highest level of national sovereignty because it ensures the welfare of the citizens. This is discussed in the context of the relationship of natural resources to the national economy in a section examining a) the degree of control of natural resources in Africa by foreign investors, and b) some of the ways of improving efficient management by African countries and nationals.
