| Abstract: | Thirteen African countries belong to the Communaute Financiere Africaine (CFA) monetary union with France which determines how they can adjust to macroeconomie imbalances. The franc zone membership is analyzed by assessing costs and benefits in the light of the various external and internal shocks to which members have been exposed since 1975. A survey is given of the institutional and organizational features of the Banque Centrale des Etats de 1'Afrique de l'Quest (BCEAO) and the Banque des Etats de l'Afrique Centrale (BEAC), and examples of BCEAO monetary and fiscal policies are analyzed. Various reform recommendations are discussed and a strategy for adjustment within the existing framework of zone regulations is outlined. Notes, sum. in German and in French. |
