Abstract:Since 1965, the Rhodesian' Government has published annually a three-year 'rolling' Public Sector Investment Programme, covering 'the complete ambit of development investment planned for central government, local government and statutory bodies, irrespective of the sources of finance'. The Public Sector Investment. Programme is both an important and useful document whose significance has, unfortunately, tended to be somewhat eclipsed in recent years by inconsistencies in publication methods. The 1973/6 return to a separate well-documented plan is welcome and it is to be hoped that this practice will be retained and, if possible, supplemented by greater detail not only in respect of actual spending programmes but of the underlying developmental strategy, and of investment appraisal techniques. At present, the indications are that the existing strategy is heavily weighted in favour of investment in physical capacity, some of it (notably railways and African housing) designed to make good previous underinvestment and, in the sanctions situation, concentrated upon short-run 'economic' goals.
