Abstract:This article examines the OAU practice of non-interference in the light of the practice of other international organizations and in general international law. It makes clear that the difference between a matter of international concern and one of domestic jurisdiction is not always easy to discern. New principles have to be developed at the expense of state exclusive jurisdiction. Notes.
