Abstract:Describes successibely the major interests of the East African governments in the Indian Ocean; the possible disadvantages of the creation of a zone of peace there; the arguments in favour of US military presence and the role of the Soviet Union, the United Kingdom and, France in the Ocean. An analysis of possible steps in the direction of a zone of peace leads to the conclusion that this concept must remain an unrealizable goal. Notes.
