Abstract:Needs, issues involved in programmes matching to needs, systems of provision, and the experience so far in South Africa. There is a severe lack in the country of preschool facilities available for young children in the communitees where poverty is most serious; estimates for 1980 show that only 4% of Coloured children, 0,6% of Black children and 3% of Indian children in the 0-6 year old age bracket attended some kind of preschool. Furthermore, relatively few of these facilities are able to provide the kind of educational programme which disadvantaged children really need.
