Abstract:The author, of the Department of Rural Economy and Extension at Makerere University College, argues for a non-government agency to be responsible for the vitally necessary informal education of farmers. All is not well with rural development in to East Africa. The structure and methods of extension inherited from colonial days are not suited to the changing conditions of today. In particular the bureaucratic organisation of the civil service seems unsuited to.winning the confidence of rural people. Already, particularly in Kenya, there is a trend towards extension by commercial or quasi- -government organisations. This trend could be accelerated through the formation of a separate organisation. An acceleration of the pace of change is badly needed in most parts of East Africa. Ref.
