| Abstract: | Focusing on one segment of the institutional environment of small farmers in south-eastern Nigeria, this paper discusses the extension services out of other issues such as land tenure, cooperative, marketing boards, and methods of farm management which fall under the institutional matrix of agriculture. The sample survey on which this paper is based was carried out in 1976/77, and involved 36 villages in seven administrative divisions of Anambra State of Nigeria. The case study provides an insight into the nature of problems small farm-families face south-eastern Nigeria. Also summarizing the general pattern of the extension programme in the study region and how it is a limiting factor to maximizing the efficiency of the small farmer, in conclusion it is argued that small farmers could make an effective contribution towards agricultural development if there are the right incentives through providing a conductive institutional environment.
