| Abstract: | Brief examination of the role that agriculture has played in the past economic development of Nigeria, and the role it should play in the future, concentrating on an examination of the problems and possible rewards which might be brought about if certain changes are initiated in the agricultural sector, which would enable it to fulfill its role more efficiently and profitably from both the farmers' and the nation's point of view. Agricultural policy alternatives are tested in the context of small-scale farmers and fundamental factors that must be present for changes to be successfully initiated amongst Nigerian small-scale farmers are noted.
