Abstract: | This study seeks to identify the principal reasons for the failure of one public corporation (Nigeria's Cross River State Agricultural Development Corporation) which was established to promote development. The fate of a public corporation is decided formally by government leaders. To determine why a public corporation has failed, focus must be on the calculus employed by such leaders in reaching their decision. Will the dissolution of the corporation significantly increase or decrease the support likely to be given to government leaders? This study provides a test for both political and military leaders. Examined is the degree to which a public corporation achieves the formal objectives set for it. Then are assessed the consequences on the standing of political leaders. An analysis shows that the accomplishments of the corporation undermine support for the leaders, prompting their decision to dismantle it. - Bibliogr., notes, sum. in French, tab. |
