Abstract:The White Paper on the Report by the Inter-Departmental Committee on the Decentralisation of Industries (the Riekert Committee), published June 1970, outlines Government policy with respect to decentralisation and labour, and further lays down broad guidelines for the implementation of decentralisation. The creation of employment opportunities for the large numbers of unemployed, mainly black, in areas far removed from the present centres of industrial development, is, and will be, the responsibility of this and any other South African Government. The underdeveloped state of the 'homelands' exerts a 'pull' effect and a 'push' effect. The policy of decentralisation can be successful only if these 'push' and 'pull' effects are neutralised, that is if the attraction of the decentralised areas and the present metropolitan areas tend towards equality. This is the rationale for the inter-relationship between the Government's decentralisation policies and labour policies and why both issues are dealt with in the White Paper. Notes, appendices, map.
