Abstract:There is consensus worldwide that refugees are ignored in decisionmaking throughout the process of relief, rehabilitation and development. However, a study of the management of reception, handouts, problems, and socioeconomic programmes at Tengani Camp in Nsanje and Chifunga Camp in Mwanza, both established in 1987 to accommodate Mozambican refugees in Malawi, revealed that in these camps refugees were active at the implementation phase and did participate to a limited degree both in relief and development. The author argues that refugee participation beyond a particular degree could in fact be dysfunctional to the effective management of refugee needs and requirements, that the need for refugee participation has been overexaggerated and the dangers of overparticipation overlooked.
