Abstract: | It is not clear, theoretically or empirically, to what extent child work actually leads to the reduction of human capital development, especially when the children are engaged in household production. Using time-log data of children's activities during the school year for limited districts in the Tanga region, Tanzania, collected as part of the Human Resource Development Survey in 1993, the authors investigate the degree to which child work and human capital development are in a trade-off relationship. The results show that factors that tend to increase children's working hours generally tend to decrease their hours of study, indicating a trade-off between these two activities. The results also show that household and community conditions affect a child's work and study decision to different degrees. In particular, hours of work tend to be affected by community variables, such as electricity supply and distance to water, while hours of study tend to be less affected by these factors. Hours of work are found to be negatively correlated to the development of reading and mathematical skills, suggesting a trade-off between a child's development of basic skills and long hours of work.
