| Abstract: | The two protest resolutions of the Afro-Asian group through the general Assembly of the U.N. in October 1962 were directed against the central African territory's controversial 1961 constitution. Although the new constitution gives Southern Rhodesia's African majority representation in the territory's Parliament for the first time, neither the Africans in Southern Rhodesia nor the Afro-Asian states at the U.N. regard 15 out of 65 seats as adequate representation in view of the vast preponderance of Africans in the territory. However, the crucial clause in the new constitution is the stipulation that certain residual powers over discriminatory legislation retained by Britain under the 1925 constitution are now to be transferred to an internal constitutional council. In the U.N. Trusteeship Committee's 29-day review of the Southern Rhodesian issue, 59 sessions were held and 15 petitioners heard The article gives a survey of the major developments between the opening of the discussions on Oct. 2 and the General Assembly action on Oct. 51. |
