Abstract:	By the end of 1974, only one of the several post-colonial schemes of regional co-operation was still alive. Many observers saw this as evidence of the futility of regional co-operation in Africa. Yet in the following decade African Heads of State were to unanimously adopt the Lagos Plan of Action (LPA) calling for the establishment of an African Common Market by the year 2000 the Economic Community of West African States (ECOWAS) was to be formed; countries of Southern and Eastern Africa were tot join in the creation of the Preferential Trading Area (PTA); and in Southern Africa the Southern African Development Coordination Conference (SADCC) was to be created. The proliferation of such schemes raises a number of questions. These questions are examined as they pertain to Africa aa a whole before the author places major focus on the SADCC in this paper. - Notes, tab.
