| Abstract: | Translation of the article published in the December issue of Nations Nouvelles, journal of the Organisation Commune Africaine et Malgache. The author identifies those principles which should provide the basis for Francophonie, and suggests a procedure for organizing it most effectively. Very specifically, Francophonie exists as a form of multinational cooperation organized between France and the French-speaking states of Black Africa and Madagascar. In this 'Small Francophonie' cooperation is developing in the fields of education and economic assistance, while in the Francophonie that includes all French-speaking states, cooperation is implemented only in the field of education.
