| Abstract: | Bank failures have obliged government to establish minimum capital requirements for banking companies, which consist to two broad categories: the expatriate banking companies and the private indigenous banks. What is the effect of increase in minimum capital on development of banking, specially of the indigenous banking? An outline is given of the banking laws from 1952 up to 197O and their effect on the private indigenous banks. Beyond the strong financial barrier, the increasing number of state-owned banks, which will take the place of the indigenous ones, will make their position worse. Argued is why state indigenous banks, which will indeed be better able to meet the minimum capital requirement, will not guarantee efficient management, improvement of the quality of bank assets etc. by minimum capital alone.
