Abstract:This paper reports on two neighboring countries that in some respect have had radically different - but in other ways remarkably similar - agricultural planning. It questions the adequacy of the current approaches to agricultural planning in countries like these and it proposes an approach that builds on the decision-making experience and decision-making environments of small-holders. First, agricultural planning 1960 to 1966 in these countries is reviewed and compared, then some of the conceptual problems that have hampered past planning are examined, and finally some ways of increasing the effectiveness of agricultural planning in these and similar countries are considered.
