Abstract:Since the implementation of the land registration programme in Kenya, all land dealings in the registered areas are subject to control by Boards set up for each administrative division. After a description of the control objectives and the implementation of controls, the question is put whether control is justified. According to the author the need for effective control is apparent, to ensure that the scarce land factor remains in the hands of those who wish to utilize it intensively. But the Boards should be thinking more in terms of imposing ceilings on the accumulation of holdings, rather than being preoccupied with enforcing the unrealistically high minimum holding recommendations.
