Abstract: | Machakos is a semi-arid area in Kenya and water supply was projected as the main component of the development programme. This paper is concerned mainly with inadequacies in the participatory planning mechanisms. The design of the programme was influenced by three development concepts: integration, decentralisation and participation. Possible conflicts among the three concepts were not realised. The need for personnel from outside to be briefed on existing social and political institutions was also not realised. - Notes, schemes, tab. |
