Abstract:In the first part of this evaluation of economic development in Tanzania, the author establishes the fact that the growth of national productive capacity in Tanzania over 19681970 has averaged only around 4.5% a year, one third below the Plan target. Resources available are Shs. 500 million a year less than thought, and over the period investible surpluses of the public sector have been at least Shs. 200-250 million too low. This challenge is heightened by the inevitably uneven pace of the transition to socialism. He draws three practical if harsh conclusions from the reality of lower growth. In the second part he develops three strategic options for this situation of resource constraints. Part 3 examines the role of parastatals and cooperatives in the concentration on increased efficiency. Part 4: the author sums up a series of necessities for Tanzania which could be satisfied by consolidation of expenditure and concentration on efficiency.
