Abstract: | If Kenya is to achieve its objective of providing all citizens with a potable water supply by the year 2000, then over the next decade development expenditure alone will exceed £47 million. This paper records present rating practice, discusses the applicability of the economic theory of public-utility rating and makes recommendations for a new policy. It is concluded that subsidized water rating is necessary if government objectives in this area are to be realized and that it may prove to be an efficient means of income redistribution.
