| Abstract: | Description of the 'new system', a rural credit scheme introduced under guidance of Guy Belloncle in the spring of 1966 in the southern cotton and peanut growing districts of Niger, Although credit is a key factor in any effort to encourage African farmers to adopt modern techniques or diversify their crops, agricultural credit schemes in Africa have failed time and again. Niger seems to have solved the difficulties by placing most responsibilities for operating the national farmers' cooperative - the Union Nigérienne de Crédit et Cooperation - squarely into the hands of the farmers. This 'new system', the foundation of which is the linking of loans and dividends, is rooted in the dynamics of African communal life. |
