Abstract: | Whereas the emphasis in much Lewis-type development theory is on identifying and mobilizing 'aurplus' labour supply, the most pressin employment policy concern of less developed countries today is providing sufficient demand to employ available labour. In order to deal with current employment problems, theoretical analysis, empirical research and policy formulation need to be redirected toward the conditions which prevent demand from expanding sufficiently to employ the available supply of labour productively. The reorientation implies several specific questions and issues which are examined: What are the nature and sources of the 'employment problem' and of 'surplus labour' in LDCs? What is the relationship between the goals of raising output and of achieving full employmenty and is there cause for concern about an output-employment 'trade-off'? What are the shortcomings of traditional policy approaches, and what new approaches are appropriate? The final section of this article evaluates several OECD studies and their implications for Ghana.
