| Abstract: | The upshot of two decades of concern about developing countries has been an accelerated rate of growth diversion between the rich and poor countries. So there is every reason to take a fresh look at the problem of development and the practice of development assistance. In this order the author discusses the report 'The role of private enterprise in investment and promotion of exports in developing countries' by D.U. Stikker and especially the report 'Partners in development' by the Pearson Commission on International Development. Both reports are based upon the assumed virtues of private enterprise. His conclusion is that many drawbacks are attending upon the establishment of a substantial foreign owned sector in a developing economy, along the lines advocated by these reports. Any study of the role of foreign private investment will have to be based upon a factual analysis of the actual behaviour of foreign investor. Notes; tables. |
