Abstract:Since Independence in 1964 Zambia has been struggling with an acute shortage of indigenous skilled manpower in almost all sectors of the economy. This has necessitated a continual reliance upon costly and increasingly unobtainable expatriates, a state of affairs that is likely to persist for some time to come. This scarcity of experienced local manpower imposes great constraints upon the expansion and diversification of the economy. The problem is further aggravated by demographic, geographical, political and sociological factors. This paper examines some of the major developments in the Zambian economy in the decade after Independence with particular reference to the role of human resources. An assessment is made of the Government's achievements to date in the light of its stated objectives with a view to appraising the prospects for future growth. Ref.
