Abstract:Although the economy of Zambia is growing and changing rapidly, the manpower problems of an acute shortage of well-educated, trained labour together with an abundance of unskilled unemployed labour, do not change so rapidly. A manpower survey, undertaken in 1965, and described in the article, provided most of the basic data for the sections of the development plan on manpower, employment and education. The objectives of this plan for the period 1966-70 are 1. to provide at least an additional 100.000 wage earning jobs and more opportunities for a productive life on the land, 2. to expand the opportunities for education, training and on-the-job experience. The implementation of the plan (organization, progress and problems) are further discussed in the article.
