Abstract:Tanzania has three major manpower problems: a shortage of highly educated/trained skilled workers to perform the required task for social and economic development; transformation of subsistence peasants into highly productive modern farmers operating mainly in the monetary sector; and inability of the modern monetary sector to produce enough wage employment for the new entrants to the labour markets. This article concentrates on problem number one: The shortage of high educated/trained skilled workers - What steps can the Government take? - Policies and planning undertaken by the Government - What was accomplished by 1971.
