Abstract:Tanzania achieved itsin independence in 1961 on an extremely inadequate high and middle-level manpower base. The binding constraint during the First Five Year Plan and the early years of the Second Five Year Plan was manpower resources This situation seems to have changed during the past three years with finacial resources becoming, the binding constraint. The clear perception of the manpower problems as a subset of the infrastructure problems seems to explain a large part of the success which Tanzania has achieved towards its manpower self-sufficient target for 1980. In this article the author first examines the career guidance aspect of the economy's attempt to match manpower supply with demand. Secondly he looks at questions of efficiency and the career policies that have been pursued to make best use of the available human resources. The article is concerned with high-level manpower.
