Abstract: | In the absence of a current projection of manpower needs in Zambia, and in the light of the severe criticism to which manpower planning has been subjected especially in the last decade, what is needed is not a detailed occupational education matrix projection offering the spurious precision of one hundred and four civil engineers required in 1980, but a pragmatic approach to the identification of the priority areas of subject specialisation. The first stage in such a pragmatic approach is as this paper attempts, to arrive at a pragmatic rank order. This is elaborated with the help of data drawn from the Manpower Survey of the Central Statistical Office published in 1978, but referring to the second quarter of 1975, the Monthly Digest of Statistics, documents relating to manpower and employment for the future Third National Development Plan, the Manpower Planning Section of the Mining Industry Manpower Services Unit and the Management Development and Advisory Service of the Management Development Unit.
