Abstract: | The history of urbanisation in Kenya over the past three decades indicates that secondary towns are in fact becoming increasingly important centres of opportunity for rural-urban migrants and catalytic nodes for more effectively linking rural areas to the national economy. Two types of policy interventions intended to promote the growth of these towns and their 'linking' role are discussed in more detail: industrial location policy and the promotion of manufacturing enterprises, and administrative decentralisation.
