Abstract: | What little has been written about official educational policy and effort in German East Africa has often been laudatory, uncritical and not always accurate. Recent studies have shown that educational effort was limited but to what extent has not been clearly understood. After close study of the official records of the German period the aims of the official system can be more clearly seen and the judgements of the Phelpe Stokes Commission ('Education in East Africa', New York and London, 1925) and of G.L. Steer ('Judgement on German Africa', Hodder and Stoughton, London 1959) must be radically revised. The Colonial Government had not the resources to build up an extensive educational system. The home Government was reluctant to spend large sums of money and it was always hoped that the colony would become self-supporting. Efforts were made to encourage large-scale plantation agriculture and the paucity of financial assistance had its blighting effect on education as well as in other spheres. Notes; tables. |
