Abstract: | The Local Government elections in the mainland of Tanzania on the 4th December, 1966, were the first of their kind to be conducted under the aegis of a one-party system. The article surveys why the new electoral system came into being, and how it was put into action. Besides it considers the effect of the new provisions concerning appointed members because they are a major feature of the new system. The elections system was not in itself so revolutionary since it closely followed the law relating to national elections which had been considerably revised in 1965.
