Abstract:This account of the sequence of Ujamaa policy implementation from 1968 to 1974 is the second half of an article prepared in Tanzania which asked: 'Can a government bureaucracy bring about development?'. It traces chronologically the rise and decline of the strategy of Ujamaa and self-reliance, and complements P.L. Raikes analysis (Ujamaa and Rural Socialism, Rev. Afr. Pol. Econ., 1975, 3, p. 33-52) and Ayoub Tabari's review of Freedom and Development / Uhuru na Maendeloo by Julius K. Nyerere, 1973 (Rev. Afr. Pol. Econ., 1975, 3, p. 89-96).
