| Abstract: | Of great importance among past political institutions and practice was the rule of the colonial district commissioner which seems to have played a great part in laying down the basis of contemporary government-people relations. After a description of the economic, political and social characteristics of the district, the author presents some reports and letters which illustrate various aspects of the commissioner's work and methods.
