Abstract:Part 1: discussion of the principles of the Charter. Part 2 discusses the typology of land tenure systems in Uganda in order to discover some of the underlying assumptions behind the various land reforms and legislations. The inevitable clash and interaction between land tenure and the Charter are discussed in part 3. The 4th part is a discussion and appraisal of the methodology of introducing the necessary reforms in the existing land systems in order to make land law consistent with the spirit and aspirations of the Charter.
