Abstract: | Obote's announced purpose in producing the Common Man's Charter and other documents and acts was to set Uganda on a path leading to socialism. It was also an attempt to infuse a spirit of nationalism among the populace and thus construct a viable nation state. For both purposes, Obote's attempt was ill conceived. There is little of his program which is relevant to the 90 per cent of the population engaged in the agricultural sector. The documents are addressed primarily to a small urban elite and nascent proletariat. Obote's government helped prepare the groundwork for its subsequent fall from power. The first part of this study summarizes various documents issued under Obote's direction and analyzes the socialist content; the second part discusses the economic as well as political implications of these documents.
