Abstract: | Local administration in South Africa has grown along with other state departments into an immense organization (the numbers of people employed within this sector presently stand at 263, 000, of whom more than 138, 000 are blacks). The decision of COSATU (the Confederation of South African Trade Unions) to organize the public sector therefore potentially opens the space for tremendous growth in the number of organized workers. This article studies the problems involved in organizing local authority workers. It focuses on the area around Johannesburg in the period 1980 to 1986. Aim is to understand the mechanisms by which employers neutralize and disrupt the workforce, in an attempt to stem militancy from within this strategic sector. Ref. |
