Abstract:There is as yet no unified theoretical framework into which the various aspects of the migrant labour problem can be fitted. The three major issues are the explanation of the phenomenon, the social and economic desirability or undesirability of migrant labour systems, and the implications for government policy. Aim here is to state the major issues and the relationship between them, to report some of the more readily accessible empirical data and ideas relevant to these issues, to pinpoint unresolved problems and in some cases to suggest a tentative approach to them. Part I deals with the explanation or theory, of migrant labour and part II with the desirability of migrant labour systems and implications for policy. Notes, figures.
