Abstract: | International labour migration has significantly affected the economic and social aspects of most of the countries in the Middle East and North Africa region in the past ten years. Moreover, international migration for employment will most certainly increase in the future, with accentuated consequences for all concerned. So far, governments of both labour importing and labour exporting countries have not responded on a systematic basis to the problem of labour migration. Five areas of concern are outlined: the shifting demographic balance, the nature of the migrants, the impact of the migrants on the host countries, the impact of migration on the countries of origin, and the impact on the migrants themselves, together with an agenda for action and increased cooperation among the labour importers and exporters in the domain of manpower planning, acquisition of citizenship, and terms and conditions of employment.
