| Abstract: | The first Cooperative Development Plan was prepared for the period 1971-1974 and aimed at elaborating the policy decisions contained in the National Development Plan 1970/74 and the Sessional Paper no. 8 of 1970 on the Cooperative Development Policy for Kenya, and the translate these policy decisions into action oriented guidelines for the Divisions of the Department. A detailed plan, involving Nordic Assistance, was revised in 1973 in its operational part. In 1975 it was felt necessary to prepare a plan which covered the whole cooperative sector; a separate Ministry, solely responsible for Cooperative development, was created. This article deals with the system of cooperative planning in the new plan: Introduction - The cooperative planning system - The structure of the National Cooperative Plan, 1976-80 - The District Cooperative Development Plan - Conclusion.
