Abstract:Productivity schemes based on work study and incentive bonuses pose a special problem for unions in South Africa because in general, basic wage rates are low, so managements can impose stringent work study schemes which boost output considerably, while paying only small production bonuses. COSATU (the Confederation of South African Trade Unions) has issued policy statements on productivity schemes, which reassert the priority for the trade union movement of the campaign to raise basic wages. This article deals with the approach of the Transport and General Workers' Union to the work study and bonus scheme at Everite, a company manufacturing moulded and sheet products out of asbestos-reinforced cement, with three production plants in South Africa (near Cape Town, in East London and near Johannesburg). It describes how the union tried to get the scheme scrapped and failed, and how it subsequently changed its strategy.
