Abstract:Africa seems to provide an ideal ground for the cooperative - 'the arm of the poor'. But very few of them have succeeded in making any marked improvement in the lives of their members. For poor peasants cooperative means the misappropriation of funds, confidence tricks, swindling and manipulation. One might well ask, therefore, do the Africans suffer from an inborn incapacity to cooperate? To answer that question and other related issues this paper examines the development of the cooperative movement in Tanzania with specific reference to the Ismani Maize Growers' Cooperative Ltd. The paper looks at the problems of leadership in the cooperative and the limitations of the post-colonial cooperative policy in Tanzania. Key argument is that the post-independence government made a disastrous mistake in generalising an experience which had already shown its negative side in the 1950s. Notes, tab.
