Abstract: | Three things establish the first and main; policy conflict in livestock development: The long term prospect for increased commercialization and offtake, the need for 'better nutrition and the urgent need for export receptis. Reduced offtake (since 1965 there - has been a fall in the rate of offtake) and a 54 per cent increase in per capita urban consumption resulted in lover exports of canned meat. In solving the policy dilemma between the need for better distribution of protein within the country and the need for exports, a crucial factor is the rate of total offtake from the national herd and the extent to which its distribution can be controlled or directed through commercial markets.
